Main Responsibilities

  Hangzhou Housing security and Management Bureau is the government department competent for the whole city housing management work.
  Main responsibilities: (1) Implement the national, provincial and municipal laws, regulations, rules and policies about housing security, housing system reform and property management. Responsible for determination the demand of all kinds of indemnificatory housing (including building number, apartment layout proportion, decorate benchmark cost, etc.), examination and determination of qualifications, housing allocation management, housing delivery acceptance, the use of housing management, allowance fund management and exit management. Make overall plans of assets operation of the indemnificatory housing, and other comprehensive management work.
  (4) Responsible for the reform of the whole city housing system, formulate and implement the sale of public housing, the monetization of housing distribution and other housing system reform policies. Responsible for the management of housing funds, public housing after-sale maintenance fund.
  (5) Responsible for supervision of the real estate market regulation and real estate business, formulate and organize the implementation of the market regulation policy of the real estate. Involved in the management of the transfer of state-owned land use rights. Responsible for the management of the rental housing. Responsible for the management of real estate intermediary services. Responsible for the management of commercial housing advance (sales) sales, the management of contract, the supervision of real estate transaction funds.
  (6) Responsible for the management of housing property right and housing cadastral. Responsible for all kinds of house property transaction and registration management, real estate surveying and mapping management and house property archives management work. Responsible for the construction of housing information system, and the management of real estate information.
  (7) Responsible for the management and supervision of city's property, and for the management of qualification and supervision of standardize business of property services enterprise. Responsible for the collection, management and use of the property maintenance fund and property guarantee fund. Responsible for the supervision and management of property services bidding. Organization and implementation of the improvement project of property management. Responsible for the guidance and supervision of the owners' congress and owners' committee.
  (8)Responsible for the levy and compensation management of urban houses on state-owned land, the guidance and supervision and management of the housing collection and compensation. Responsible for the management of the dismantling company and the qualification examination and verification of the dismantling company. According to the regulation authority to manage the qualifications of urban house demolition and construction enterprise. Responsible for the supervision and management of the construction safety of the housing demolition which on the state-owned land.
  (9) Responsible for the management of various housing, for the management of the public housing. Responsible for the implementation of private housing policy, entrusted housing and religious housing policy. Responsible for the receiving and treatment of the confiscated building.
  (10) Responsible for the use safety management of the housing, and for the management of the building security appraisal industry, termite control culling. Participate in the work of flood and typhoon prevention ( snow ). Guidance and supervision the management of the residential indoor decoration.
  (11) Responsible for the organization, coordination and supervision of the historical and cultural blocks protection and historical building protection. Responsible for the repair management and utilization of the urban house.
